The Victoria Art Gallery was opened in 1897 with a public library on the ground floor, the latter of which remained open until 1990. Although the core of the collection remains free of charge, there is now a charge to see the temporary exhibitions because of funding cuts. The bulk of the free collection is today visible in the large room upstairs and it includes works by artists including Thomas Gainsborough, Edward Burne-Jones and Walter Langley.

There is no admission charge to see the permanent art collection offered by the gallery. To see the temporary galleries, there is an admission charge of £4 for adults, £3 for concessions and there is free admission for those aged under 17. The gallery is open from 10.30 until 17.00 every day of the week. There is a saver ticket costing £21 which can also be used to gain entry to the Royal Baths and the Fashion Museum.
